Mr. Sowers has served as President of the Johns Hopkins Health System and Executive Vice President of Johns Hopkins Medicine since 2017. As the second person in Johns Hopkins history to hold dual roles within the internationally recognized health system, Mr. Sowers oversees six hospitals and multiple joint ventures with Johns Hopkins School of Medicine. He sets strategies that advance their mission to deliver outstanding care, train the next generation of leaders, and advance research and discovery. He also serves as chair of Johns Hopkins Community Physicians, which has more than 40 primary and specialty care outpatient sites and more than 700 physicians and advanced practice providers. Mr. Sowers’ leadership during the COVID-19 pandemic exemplified his ability to unite systems and communities in moments of crisis. He helped advance a coordinated, data-driven, and collaborative regional response in Maryland and Washington, DC, working across health systems and with public officials to expand testing, treatment, vaccination, communication, and care for vulnerable populations. His role in supporting the Baltimore Convention Center field hospital and related community initiatives reflected his conviction that health system leadership is both an operational responsibility and a moral imperative. His transformational leadership, expertise, and proven track record have advanced payment reform and influenced public policy, including Maryland’s evolving health care reimbursement model. He serves on the Maryland Hospital Association Board and workgroups of the American Hospital Association and Association of American Medical Colleges.

Mr. Sowers is highly regarded for his expertise in organizational change, having shaped health system integration, particularly in emergency care and oncology, during his over 30 years at the Duke University Health System. He joined Duke as a staff nurse in oncology and held several senior leadership posts, including Chief Operating Officer for Duke University Hospital and interim CEO for Durham Regional Hospital before serving as President and CEO of Duke University Hospital. Among his senior administrative roles, Mr. Sowers oversaw the health system’s consolidation of Duke’s clinical lab services, emergency and trauma services, and managed care and patient care services.

A visionary global leader, Mr. Sowers consultation and teaching have supported health care operations, oncology nursing, academic clinical care delivery, and leadership development in countries including China, the United Kingdom, Kazakhstan, Taiwan, Singapore, and others. Notably, Mr. Sowers’ distinguished leadership led to the development and implementation of the Department of Oncology Nursing at the Sun-Yet Cancer Center in Taipei, Taiwan. His approach, rooted in cultural humility, mutual respect, and shared learning, established a sustainable model for oncology nursing education, clinical practice, and leadership development to strengthen capacity and care for oncology patients across the region.

Mr. Sowers earned his BSN degree from Capital University School of Nursing and an MSN from Duke University School of Nursing. He was inducted as a Fellow in the American Academy of Nursing in 2008 and received the Academy's Health Care Leader Award in 2023.
