Betty Rambur, PhD, RN, FAAN, is Professor of Nursing and Routhier Endowed Chair for Practice at University of Rhode Island. She was the Founding Dean of the College of Nursing and Health Science at University of Vermont and served as Chair of Nursing at University of Mary in Bismarck, ND. Rambur previously led North Dakota’s private/public health reform partnership that led to omnibus reform legislation. She also served as the only nurse on Vermont’s Green Mountain Care Board, a five-member quasi-judicial body that regulates health care in Vermont and provides oversight of the transition from fee-for-service to value-based care.

 

In May of 2020, she was appointed by the U.S. Comptroller General to the Medicare Payment Advisory Commission (MedPAC). This panel of 17 policy experts advises the U.S Congress on Medicare payment and policies. She was reappointed to this role in 2023. In 2024 she was named AACN’s Lois Capps Policy Luminary. The author of over 70 publications and two books, Rambur’s career has focused on improving health care through financing and payment reform, workforce development, nurse-inclusive governance models, and value-informed nursing practice. A particular interest is supporting nurses’ application of policy and economics as foundational practice at all levels. She lives in North Kingstown, RI.
