Helen Caton-Peters, MSN, RN, FAAN, is a Senior Policy and Technical Officer for Digital Health and Artificial Intelligence at the World Health Organization (WHO) Europe Region Office in Copenhagen, Denmark. She advises Ministries of Health across Europe and across WHO regions on leveraging data and digital technologies to enhance public and population health, supporting the transformation of health systems to improve universal health coverage, emergency preparedness, and health equity. She leads multi-stakeholder collaborations to drive digital health innovation and AI readiness and adoption in countries.

Her work focuses on advancing interoperability, modernizing healthcare infrastructure, and promoting data-driven decision-making to strengthen healthcare delivery while reducing health workforce burden and improving patient engagement and access to safe, quality care. Previously, Ms. Caton-Peters held senior policy roles at the Office of the National Coordinator for Health IT in the U.S. Department of Health and Human Services (HHS), where she shaped national health IT policy and led initiatives on privacy, quality, and interoperability. She also served as Deputy Chief Health Information Officer for the U.S. Army Medical Command in Germany, overseeing informatics teams across a geographically diverse environment to ensure seamless clinical information exchange.
