Rosario V. Allen

University of Toledo Human Trafficking and Social Justice Institute

Rosario V. Allen serves as Director of Research at the Human Trafficking and Social Justice Institute at the University of Toledo, where she leads key initiatives in collaboration with the Ohio Attorney General’s Office. She also chairs the Human Trafficking Special Interest Group within the Academy of Forensic Nursing, where she played a central role in the development of a national human trafficking certification. Dr. Allen’s contributions include co-authoring national policy briefs and supporting the World Health Organization’s proposal, “A Global Response to Human Trafficking in the Healthcare Setting,” presented at the United Nations. This work helped establish global clinical response guidelines. She developed the MAZE Model, a theoretical framework that explores the transition from victimization to survivorship among Domestic Minor Sex Trafficking (DMST) survivors, with an emphasis on the effects of Adverse Childhood Experiences on adolescent development and trauma response. She also led the development of the Focus Adult Screener (FAS), currently under validation, and actively promotes the use of the validated Focus Youth Screener (FYS) throughout Ohio. Dr. Allen is overseeing the creation of a secure data portal to inform stakeholder practice. She holds a PhD from Rutgers University, an MSN from Monmouth University, and is certified as an Advanced Forensic Nurse (AFN-C).
