Jennifer Moon

Jennifer Moon serves as the Deputy Assistant Director for Healthcare Compliance and Chief Compliance Officer for Immigration & Customs Enforcement Health Service Corps while concurrently serving as the Chief Nurse Officer for the U.S. Public Health Service and the federal government. At IHSC she has responsibility for risk management and ensuring compliance with national detention standards. She has developed key strategic initiatives to include the creation of the Health Plan Management Unit responsible for implementation of the first utilization review program based on evidence based national care guidelines within the agency, while expanding the medical claims management program and provider network to improve reimbursement processes for community-based healthcare services. Earlier in her federal career, she served as the Subject Matter Expert in the use of restraints for CMS, nondiscrimination standards in the Marketplaces at CMS, and tuberculosis case management at the DHS. Throughout over 22 years of federal service, she has demonstrated a strong commitment to advancement of nurses in key leadership roles while working on programs targeting optimal health outcomes for underserved populations. Dr. Moon holds a DNP from University of Maryland Baltimore, an MSN from Marymount University, MPH from Emory University and a BSN from Armstrong Atlantic University.
