Elizabeth Halifax

Elizabeth Halifax is a policy expert in long term care, who has dedicated her career to to championing meaningful changes benefiting residents in nursing homes. She has held leadership positions in hospital administration in the United Kingdom, in U.S. nursing homes and as a Research Specialist at the University of California, San Francisco (UCSF). Dr. Halifax has specialized in qualitative research and her interests are focused on end of life and nursing home care, including palliative care access in nursing homes, understanding pain in people with dementia, the role of assistive personnel, and safe staffing levels in nursing homes. She also works as a legal content expert specializing in determining adequate staffing levels. Dr. Halifax is a founding member of the Geriatric Circle, a national group of academics and practitioners advocating for and advising on issues related to long-term care. She has 5 years of experience as a volunteer long term care ombudsman visiting with and advocating for long term care residents in San Francisco. She currently serves as board President for National Consumer Voice for Quality Long-Term Care. She also serves on the Long Term Care Geriatric Advisory Circle for California’s Departments of Aging, Public Health and Social Services. Dr. Halifax received a BA (with honors) in Economic and Social History from the University of York, a Postgraduate Diploma in Business Studies from The Metropolitan University, London, and a PhD from UCSF.
