Cassy Abbott Eng currently serves as Executive Director of Nursing at The University of Tulsa, President of the Oklahoma Nurses Association, Leadership OK, and Legal Nurse Consultant. Dr. Abbott Eng is a visionary leader, innovative strategist, and founder of the SCRUBS Mobile Health Model, a groundbreaking initiative that enables nursing programs to adopt the health of their neighboring communities. This innovative approach embeds graduate and undergraduate nursing students in sustainable, community-based care delivery, simultaneously expanding healthcare access and enriching academic initiatives. Through SCRUBS, graduate and undergraduate students provide care at mobile clinics and pop-up sites near public transit routes and among healthcare deserts, bringing essential services directly to underserved populations. Additional academic institutions have adopted the SCRUBS model, further demonstrating its scalability and national relevance. Dr. Eng’s work reframes the role of nursing education, positioning academic programs as engines of health equity. Under faculty supervision, students gain vital competencies in prevention, early intervention, cultural humility, and systems-based advocacy. Strategic partnerships, such as coordinating free transportation t clinics, highlight her comprehensive approach to addressing social determinants of health. Dr. Eng earned her PhD and MSN from The University of Northern Colorado and Legal Nurse Consultant from Duke University.
