CAPT Cynthia M. Rubio currently serves as the Logistics Operations Cell (LOC) Chief within the Center for Response Logistics at Department of Health and Human Services, Administration for Strategic Preparedness and Response (ASPR) supporting CONUS and OCONSU ESF 8 and HHS disaster responses. She has a Bachelor degree in Nursing, a Master of Science in Health Services, and a PhD in Public Health. CAPT Rubio maintains clinical currency through various high risk and underserved community deployments. Her work during the COVID-19 Pandemic involved transitioning key components to DHS and leading the Logistics Operations Cell. She has served as a Project Officer at the Substance Abuse and Mental Health Services Administration within the Officer of National Drug Control Policy and White House Drug Free Communities Program and as a Special Assistant for implementation of the Affordable Care Act. She served in the United States Air Force Nurse Corp instructing Medical Red Flag, trained as a Flight Nurse, successfully competed for the US Army Expert Field Medical Badge, served on mobility teams and deployed. She served as the Deputy Commander/Team Health/Force Health Protection on USPHS RDF/PHS-2, within the Monrovia Medical Unit, Liberia during the Ebola outbreak and twelve other training/response deployments.
